1. This Regulation determines the procedure for organizing state technical accounting and technical inventory of capital construction projects.

The main tasks of the state technical accounting and technical inventory of capital construction projects are:

a) providing complete objective information to public authorities, which are entrusted with control over the implementation of urban planning activities;

b) formation, in order to improve the planning of the development of territories and settlements, of a generalized information base on capital construction projects and their territorial distribution;

c) ensuring the completeness and reliability of information on the tax base;

d) information support for the functioning of the system of state registration of rights to real estate and transactions with it and the state real estate cadastre;

e) collection and provision of information on capital construction projects for state statistical accounting.

6. The technical inventory of capital construction objects is divided into primary technical inventory and technical inventory of changes in the characteristics of the capital construction object.

The state technical accounting of capital construction objects is subdivided into primary state technical accounting and state technical accounting in connection with changes in the characteristics of the capital construction object.

Technical inventory and state technical accounting of capital construction objects are carried out at the request of interested parties.

Primary state technical accounting of capital construction objects is carried out based on the results of the primary technical inventory, except for the cases established by paragraph 8 of this Regulation. When carrying out primary state technical accounting, capital construction objects are assigned inventory and cadastral numbers in the prescribed manner.

State technical accounting in connection with a change in the characteristics of a capital construction object is carried out based on the results of a technical inventory of such changes.

Based on the results of the technical inventory, a technical passport is issued for each capital construction facility, the form of which and the composition of the information included in it are established by the Ministry of Economic Development of the Russian Federation.

The technical passport is the documentary basis for maintaining the Unified State Register of Capital Construction Objects (hereinafter referred to as the Unified State Register).

8. Primary state technical accounting of apartment buildings, capital construction projects that are not related to the housing stock (both with and without premises located in them), put into operation after March 1, 2008, as well as individual residential buildings built after March 1, 2008, for which project documentation is available, is carried out at the option of the applicant:

according to the results of the primary technical inventory;

without conducting a primary technical inventory.

In order to carry out the primary state technical accounting of an apartment building put into operation after March 1, 2008, and the premises located in it without conducting a primary technical inventory, a copy of the permission to put the apartment building into operation, a floor plan of the apartment building are attached to the application for this accounting indicating the size and explication of the premises and a situational plan for the placement of a capital construction object within the boundaries of the land plot, drawn up in accordance with the requirements for the preparation of the graphic part of the relevant section of the project documentation for such an apartment building.

When carrying out the primary state technical accounting of an apartment building put into operation after March 1, 2008, the primary state technical accounting of the premises located in it is simultaneously carried out.

In order to carry out the primary state technical accounting of an individual residential building built after March 1, 2008, for which there is project documentation, without conducting a primary technical inventory, a floor plan of the capital construction facility indicating the size and explication of the premises, situational a plan for locating a capital construction object within the boundaries of the land plot and a description of the design solutions for the capital construction object, including the material of the outer walls, drawn up in accordance with the requirements for the preparation of the text and graphic parts of the relevant section of the design documentation for such a capital construction object.

In order to carry out primary state technical accounting of a capital construction object (without premises located in it), not related to the housing stock, put into operation after March 1, 2008, without conducting a primary technical inventory, a copy of the permission to enter of the capital construction object into operation and a situational plan for locating the capital construction object within the boundaries of the land plot, drawn up in accordance with the established requirements for the preparation of the graphic part of the relevant section of the design documentation for such a capital construction object.

In order to carry out the primary state technical accounting of a capital construction object that is not related to the housing stock, put into operation after March 1, 2008, and the premises located in it without conducting a primary technical inventory, a copy of the permission to commission the capital object is attached to the application for this accounting. construction into operation, a floor plan of the capital construction object indicating the dimensions and explication of the premises and a situational plan for locating the capital construction object within the boundaries of the land plot, drawn up in accordance with the established requirements for the preparation of the graphic part of the relevant section of the design documentation for such a capital construction object.

As a result of the implementation of the primary state technical accounting of the capital construction objects and premises specified in this paragraph, the organization (body) for state technical accounting and (or) technical inventory issues cadastral passports of the relevant capital construction objects and premises.

In the territories of the constituent entities of the Russian Federation in which the rules for maintaining the Unified State Register are put into effect, the organization (body) for state technical accounting and (or) technical inventory in order to carry out, without conducting a primary technical inventory, primary state technical accounting of capital construction objects specified in this paragraph, as well as the premises located in them, technical passports are issued on the basis of the information contained in the documents submitted by the interested person in accordance with this paragraph.

9. A technical inventory of changes in the characteristics of a capital construction object is carried out in the event of a change in the technical or qualitative characteristics of a capital construction object (re-planning, reconstruction, re-equipment, re-arrangement, destruction, demolition) on the basis of an application of an interested person for such an inventory.

Based on the results of a technical inventory of changes in the characteristics of a capital construction object, the organization (body) for state technical accounting and (or) technical inventory carries out state technical accounting in connection with changes in these characteristics and issues a cadastral passport containing updated information about such an object.

10. Conducting a technical inventory, as well as issuing to citizens and legal entities, upon their applications, documents on capital construction projects are carried out for a fee, the amount and procedure for collecting which are established by the legislation of the Russian Federation.

11. Based on the information obtained as a result of the technical inventory, the Unified State Register is formed and maintained in the prescribed manner. The register is kept on paper and magnetic media. If there is a discrepancy in the information recorded on paper and magnetic media, the information on paper is used, unless otherwise provided by the legislation of the Russian Federation.

12. Information about capital construction objects received from organizations (bodies) for state technical accounting and (or) technical inventory of capital construction objects is used in the implementation of state registration of rights to real estate and transactions with it, maintaining state statistical records, determining the amount of tax on property, entering information about previously recorded capital construction objects in the state real estate cadastre, as well as maintaining a register of federal property.

13. Technical passports, appraisal and other accounting and technical documentation for capital construction projects, including registration books, registers, copies of registered documents formed into inventory files, form archival funds that belong to the state part of the Archival Fund of the Russian Federation and are federal property.

14. Cases and documents of archival funds cannot be the object of transactions, including purchase and sale transactions, with the exception of cases specified in federal laws.

15. Organizations (bodies) for state technical accounting and (or) technical inventory of capital construction objects provide individuals and legal entities with information (documents) on capital construction objects, the technical inventory of which they carry out. Officials of these organizations bear the responsibility established by the legislation of the Russian Federation for ensuring the safety of confidential information.

16. Information about capital construction objects is provided upon applications (requests):

a) the owner, owner (balance holder) or their authorized representatives (upon presentation of a duly executed power of attorney);

b) heirs by law or by will;

c) law enforcement agencies and courts (on cases in their proceedings);

d) bodies of state power and local self-government (on capital construction projects located on the territory of the respective administrative-territorial formations);

e) tax authorities (on capital construction projects located on the territory of administrative-territorial entities that are within their jurisdiction);

f) bodies of state statistics (information included in the forms of federal state statistical observation);

g) institutions of justice that carry out state registration of rights to real estate and transactions with it;

h) other persons and bodies determined by the legislation of the Russian Federation.

17. Information (documents) on capital construction facilities are provided by the organization (body) for state technical accounting and (or) technical inventory of capital construction facilities, which conducted the technical inventory of the relevant facility, within a month from the date of receipt of the application (request), unless otherwise established the legislation of the Russian Federation. Information (documents) on capital construction objects that are in common (joint or shared) ownership is provided upon application of any of the owners.

18. Originals of accounting, technical and other documentation stored in archival funds are not issued, unless otherwise provided by the legislation of the Russian Federation.

Technical inventory is carried out in order to identify the key characteristics of real estate, assess its condition and features of use.

Technical inventory and its types

Unscheduled technical inventory

An unscheduled technical inventory is carried out if capital construction projects change in terms of technical or quality indicators. We are talking about re-equipment, reconstruction, redevelopment, construction, change in the level of engineering improvement, demolition, destruction of structures. A technical inventory of the building is also necessary if a transaction has been made in relation to the object, which, according to the law of the Russian Federation, requires state registration.

An unscheduled technical inventory is carried out if the technical or qualitative characteristics of the structure change, in particular:

  1. The owners carry out redevelopment and make changes to the engineering communications of the building.
  2. Reconstruction of the building and attaching to it additional premises.
  3. They destroy certain real estate objects, change engineering improvements.

Both scheduled and unscheduled technical inventory of the building are carried out if one or more of the above events took place.

During the operation of real estate objects, their design may undergo certain changes. Regardless of our wishes, what is built and in operation should be checked from time to time. Such a check is a planned technical inventory.

Planned technical inventory

Scheduled technical accounting and inventory of real estate are necessary to identify what changes in the state of real estate have occurred after the initial technical inventory. All data obtained is entered into the technical passport or other accounting and technical documents. The frequency of the procedure is approximately once every 5 years (according to clause 8 of the Regulations on the organization in the Russian Federation of state technical accounting and technical inventory of urban planning objects).

What is the purpose of such an inventory? First of all, regulation of the real estate market.

Scheduled technical inventory requires documentation:

  1. Documents confirming ownership (we are talking about a contract of sale or a certificate of ownership of real estate).
  2. Passport of the property owner.
  3. Registration certificate along with a certified copy.
  4. Information about the primary inventory.
  5. Copies of the documentation listed above.

Both scheduled and unscheduled technical inventory require a certain fee. Its amount is determined by the legislation of the Russian Federation on the issue of the work of the BTI.

In the course of a planned technical inventory, certain violations are often identified, changes are made to the design of residential and non-residential buildings, storage facilities, and buildings where business entities operate. All these actions are usually justified. The owners want to improve working and living conditions. But, unfortunately, as a rule, there are no permits and special approvals for holding such events. In this regard, the owners of the premises are forced to bear financial and moral damage, although they may well avoid such situations.

Primary technical inventory

The primary technical inventory of the erected real estate implies the issuance of an appropriate technical passport. The document is issued after the start of operation of the facility. Primary inventory involves a complete measurement of the building with the entry of data into accounting documents. Upon completion of these events, the information is sent for storage to the archive of the district BTI. An initial technical inventory of a newly built property is carried out to establish ownership of the structure. Subsequently, this documentation may be required for procedures such as obtaining a loan, entering into inheritance rights, etc.

On a larger scale, a technical inventory is a set of procedures for collecting, processing, registering, archiving information about the erected object. Subsequently, this information can be provided within a minimum period of time at the request of a citizen, public or private institution. If a technical inventory has not been carried out, it can be said that in fact there is no real estate, and the implementation of legal transactions in relation to it is unacceptable.

BTI employees are engaged in the collection and processing of primary data on the state of the property. Specialists generate information about its initial location and other characteristics that allow the object to be identified as a separate property unit subject to the establishment of the right to property. In addition, an initial inventory is required in order to draw up a plan. It is needed for subsequent transfer to certain state bodies, where the registration of the rights of the property owner will take place.

Here are the documents, the presence of which implies the initial registration of the object:

  1. Administrative documentation, in accordance with which it is supposed to allocate a plot of land for development.
  2. In the absence of such a document, a contract for a long-term lease of a land plot is needed.
  3. A complete set of project documents on the basis of which the primary inventory is carried out.
  4. Competently drawn up permission to put real estate into operation (it is issued by the relevant authorities).

The above list is indicative. The list of documents in each case may vary. It should be noted that conducting a primary technical inventory of a newly constructed property is a rather complicated process, and therefore it is better to contact experienced lawyers who will promptly carry out the necessary work. The cost of services will be approximately equal to the price that you would have to pay if you arranged everything yourself.

During the primary technical inventory of capital construction projects:

  • the presence and location of objects on a plot of land is revealed;
  • describes the main features;
  • the internal and external dimensions of objects and areas are established;
  • economic characteristics are determined, including the inventory value;
  • Possible contradictions between the technical documentation and the state in which the objects of technical inventory and technical accounting are actually located are revealed.

What objects are subject to technical inventory

The technical inventory should cover complexes of structures and buildings, detached structures and buildings, the construction of which is completed or not yet, as well as unauthorized erected, abandoned and destroyed objects. When a technical inventory is carried out, technical documents are prepared for each structure.

In accordance with the current regulations and regulatory documentation, state technical accounting is carried out according to:

  1. Residential and non-residential civil and industrial buildings.
  2. Objects of external improvement: driveways, bridges, squares, green spaces, etc.
  3. Objects of transmission devices: electricity, water, heat supply facilities, sewer systems, gas and oil pipelines.
  4. Electric transport facilities: networks and facilities through which trams move, as well as parks and depots where transport is serviced.

The current Russian legislation states that real estate, for which a technical inventory is required, must be closely connected with the land and have a designated purpose, or more precisely, then:

  • permits for the construction of facilities and acts of their commissioning;
  • allocation of land for construction.

This applies, for example, to heating mains, hospitals, schools, water conduits, residential buildings and other facilities.

An inventory object is a unit of technical accounting and inventory. This:

  • a separate building, communications, an object - part of the external improvement;
  • several buildings, utility structures and buildings with a general purpose, which are located on a separate piece of land.

The technical inventory of each object is accompanied by the preparation of a technical passport. Inventory also includes:

  • horizontal (including floor) plans, transverse and longitudinal sections of buildings or buildings;
  • inventory plan (site plan) and the situation that constitutes the inventory object;
  • outlines and other field material.

Who has the right to conduct a technical inventory

The data is verified by a legal entity whose responsibilities include technical inventory. The main institution here is the BTI, which has regional branches. It is controlled by the Federal Bureau. It is in the BTI that information about the technical data of the housing stock is stored.

BTI conducts an unscheduled inventory. The amount of payment for this event is set at the legislative level, in accordance with the complexity of the work performed.

BTI cooperates with organizations such as:

  • Rosreestr;
  • Housing department and housing and communal services;
  • committee on land management and land resources;
  • department of urban planning and architecture;
  • structural administrative divisions.

Scheduled state technical inventory is an event carried out by specialized state institutions and unitary enterprises that are included in the list of entities determined by the Federal Agency. The units of land objects are verified by the branches of the Federal State Unitary Enterprise Rostekhinventarizatsiya. This organization is engaged in carrying out topographic work on the ground and compiling cartographic types of documents. Documentation is being created together with the State Real Estate Cadastre and based on orders issued by federal and regional authorities.

What are the functions of the Bureau of Technical Inventory

The duties of specialized structures, municipal or state, include keeping records of real estate. One of the bodies of this type is the BTI, which is a separate subdivision of the department for accounting, evaluation and inventory of real estate. BTI conducts certain activities in individual territories. In its work, the organization relies on sectoral regulations, the provisions of the Constitution of the Russian Federation and guidelines.

BTI, on the basis of the technical inventory of real estate, is compiling and submitting forms of statistical observation to local bodies of state statistics. At the same time, the Bureau strictly observes the deadlines and rules established by the State Statistics Committee and the State Construction Committee of the Russian Federation.

  1. Engaged in technical inventory, subsequently carries out certification of housing stock and other real estate.
  2. Controls the state of buildings and premises.
  3. Valuates and revaluates objects (including for tax purposes).
  4. Engaged in consulting and information services.
  5. Performs other types of technical accounting of real estate.

A technical inventory of the BTI is carried out with the subsequent issuance of a technical passport. This document is compiled for each room and building that is being investigated. The passport reflects information that the inspected object really exists, indicate where it is located, who its owner is, how much the structure costs, what technical characteristics it has, and what condition it is in. The passport also contains data on borders, composition, cadastral, register, inventory numbers. There, among other things, they put a mark on the inclusion of information in the Unified State Register.

For all objects of technical inventory and technical accounting, cases are opened separately under the corresponding numbers. The case is a technical passport with attached documentation, which is compiled after the study. Inspections of the property are carried out regularly, and as they are carried out, relevant acts appear in the case. All documents are subsequently transferred for storage to the BTI archive. The property owner receives a copy of the passport, which bears the BTI stamp. Also, the copy must be signed by the head of the Bureau.

Who else can conduct a technical inventory

At the moment, technical inventory bodies are firms with the right to carry out work. Their organizational and legal form does not matter. The main thing is that cadastral engineers are certified. You need to choose technical inventory organizations based on the experience of performing the work that interests you. Such information is usually presented on the website of the organization. It is also important whether the company has experience working with government agencies or not.

Organizations whose profile is technical inventory cooperate with different customers. It all depends on the qualifications of the specialists, how long they have been engaged in this activity. Some companies work with private traders (individuals), carry out an inventory of houses, apartments, cottages, garages. Other technical inventory organizations specialize in large real estate objects - buildings, residential multi-apartment buildings, utilities, power lines.

Order a technical inventory or performance check:

  • property owners;
  • holders of other rights to real estate;
  • persons who are going to become copyright holders;
  • tenants of real estate or part of the object;
  • housing maintenance enterprises serving a residential building;
  • companies that evaluate and sell real estate turned into state revenue;
  • building contractors;
  • developers;
  • owners associations;
  • citizens-developers united in an organization;
  • persons who are provided with land plots in accordance with the decision on the planned withdrawal of land in favor of the state and the demolition of real estate located on them;
  • local executive or administrative bodies;
  • bailiffs.

How is the organization of technical inventory

Technical inventory takes place in several stages. At the very beginning, you should choose a company that will carry it out. It is necessary to set goals for the inventory and consult with specialists, formulating the result of the work. Remember that when choosing a company, pay attention not only to the cost of services, but also to the qualifications of specialists.

Since many organizations with extensive experience in the cadastral industry have previously been engaged in surveying (land plots), technical inventory for them can be a difficult task, for which successful completion will require additional information and education.

In the course of the work, the customer has the right to monitor the progress of the technical inventory without interfering with the company's business issues. The price for services, as a rule, depends on the area of ​​real estate, the composition of documents (including the original ones), the location and type of the object. The terms of work must be agreed upon at the stage of signing the contract.

What is the procedure for conducting a technical inventory

The procedure for conducting a technical inventory is stated in the instructions and orders of the Ministry of Economic Development of Russia. In the course of accounting, the object is examined, measurements are taken, technical documents are prepared on the results of the work, the customer performs acceptance. If the technical inventory is carried out at the facility for the first time, the contractor must obtain all the necessary design documents, on the basis of which a permit for construction (reconstruction) work is issued.

The purpose of the initial technical inventory is to determine whether the erected (or reconstructed) object complies with the permit for this. Deviations from the project are allowed, but insignificant. As soon as the acceptance is completed, the contractor and the customer sign an act of acceptance of work, which indicates the completion of the inventory. It is not uncommon for different companies to disagree after several audits. It happens that one organization conducts an initial measurement, and after a few years another company inspects the object and identifies violations.

With minor deviations, it is not always necessary to conclude that the primary inventory was carried out with severe violations. Specialists use different equipment with different errors, and also use individual methods for measuring rooms. That is why the results may vary slightly. When identifying inaccuracies, one should take into account the information that is in the State Real Estate Cadastre. Otherwise, changes to the information contained therein will be required.

The inventory includes the following steps:

1. Collection of initial documentation.

Technical inventory is different. Depending on its type, the list of required documentation is also different. If technical accounting and technical inventory of real estate objects are carried out for the first time, after the building has been erected or repaired, project documents are required. In other cases, a cadastral or technical passport for real estate is required.

2. Departure to the object of the inventory engineer.

The engineer arrives at the specified address and measures the building or structure using the as-built drawings. The objects of technical inventory and technical accounting are measured in accordance with internal rules.

If there are no graphic plans for the property, the engineer draws the outlines of the floor plans and vectorizes the drawings.

3. Production of documentation.

After all the data is collected, the preparation of floor plans for buildings and structures begins. The development of a technical passport of the facility, a list of premises along with areas is underway.

What documents are issued after a technical inventory

After the technical inventory of real estate is completed, the preparation of the following documentation begins:

1. Floor plans of the object. They are developed based on actual measurements by engineers.

2. List of premises and their areas. The basis is floor plans.

3. Technical passport. All information about real estate in the aggregate.

How much do technical inventory services cost?

Technical accounting and technical inventory of real estate objects cost differently. As a rule, the price depends on:

  • the total area of ​​the building or structure;
  • layouts;
  • number of storeys;
  • content of permits;
  • the type of inventory that is required at the moment (current, primary, unscheduled);
  • the location of the property;
  • the urgency of the work;
  • purpose of the inventory.

The cost of technical inventory services at the BTI corresponds to the RLA. To learn more about the tariffs, please contact the BTI directly at the place where the property is registered. Services are provided according to the approved price list.

So, different departments of the BTI in the regions can set different prices for issuing information in the form of a cadastral passport. At the same time, the price cannot exceed 500 rubles for individuals and 1,000 rubles for legal entities.

Help and documentation can also be obtained for a fee. The price of the issue is determined by the location of the property. The tariff is set individually in each of the branches and divisions. A certificate of inventory price will cost you about 540 rubles per 1 piece. For an extract from a technical passport in form 1a, you will have to pay 212 rubles.

You can get a certificate with information at what address the property is located for about 437 rubles (if you do not need a graphic application). The cost of issuing a floor plan depends on the area of ​​the premises. The price for 1 m2 is 3.72 rubles. An explication for the floor plan can be obtained for 180 rubles (certificates are issued in the form No. 22 and No. 25).

Evaluation at the BTI also costs differently. Each branch has its own price. The tariff for the assessment of an apartment with an area of ​​​​less than 60 m2 - from 4 thousand rubles. A number of branches and subdivisions provide consultations to citizens free of charge. At the same time, some categories of persons, for example, WWII invalids or veterans, can use the services of the BTI for free.

Terms of performance of works on technical inventory

The countdown of the set time, during which a technical inventory of property must be completed, characteristics checked or other work carried out, begins on the next business day after the citizen has made the relevant order, made an advance payment (payment) for it, or from the day when, with legal a contract was concluded by a person or an individual entrepreneur and an advance payment (payment) was made for certain work.

In some cases, the deadlines for checking the characteristics of the property or carrying out a technical inventory can be extended.

There is a certain period for carrying out the work described in this article. It is 15 days. It cannot be exceeded. During this time, the characteristics are checked, a technical inventory is carried out, a commission study of real estate, the area of ​​\u200b\u200bwhich is less than 1500 m2. This includes areal structures up to 1500 m2 in size, linear structures with a length of less than 1500 m2, volumetric structures with an area of ​​up to 5000 m3, high-rise structures with a height of less than 100 m, composite objects with a size of less than 1500 units.

Within the same period, it is necessary to provide the requested information from the register of characteristics (with the exception of special information), to establish the destruction (death) of structures, isolated buildings and other types of real estate. Within 15 days, adjustments are made to the documentation (the reason for this is the performance check), the final technical documentation is compiled without checking the characteristics. An exception is the preparation of certificates on the technical characteristics of privatized housing.

The state registration company carries out work within the time period specified by the contract. The duration depends on the volume and complexity of the tasks, the time limits for their implementation, the deadlines for the fulfillment of obligations, which are known from the contract. The works referred to in this case include technical inventory, verification of characteristics, commission research of objects of technical inventory with an area of ​​more than 1500 m 2. Areal structures with an area of ​​more than 5000 m 3 , linear structures of more than 1500 m 2 , volumetric structures of more than 5000 m 3 , high-altitude structures of more than 100 m, and composite objects whose size is more than 1500 units are also investigated. The exceptions are the state technical inventory of multi-apartment residential buildings (MKD) and related work, as well as the preparation of final technical documentation for houses.

The technical inventory of the MKD and the preparation of the final technical documentation is carried out within 30 calendar days. The deadline cannot be exceeded.

Works with real estate, the area of ​​which is more than 20 thousand m 2, are carried out within 20 days on an urgent order with a 100% surcharge on the price of work. The exception is the technical inventory of MKD and the preparation of technical passports for houses of this type. If we are talking about an urgent order with a fifty percent surcharge on the total price for the work, the period should not exceed 30 days. An exception is the preparation of technical passports for MKD.

Technical inventory is a detailed description of real estate, taking into account qualitative and quantitative indicators. The main purpose of the procedure is to reconcile the received data, taking into account the changes made. With the help of inventory, the property status of legal entities is taken into account. An inventory allows you to determine the degree of deterioration of a real estate object, which may affect the increase or decrease in the cadastral value.

Objects subject to inventory

Objects that require a technical inventory are accounting units with certain characteristics and legal status.

The object can be a whole property complex, or, if necessary, one accounting unit is divided into several, which is accompanied by accompanying documentation. As a rule, when crushing a complex of structures, it is supposed to erect walls or fences as a dividing line. Conditional differentiation is not allowed.

In addition, a technical inventory is required for construction in progress and unauthorized construction in order to confirm the legality of construction and ownerless structures.

Objects of external improvement, that is, sites, bridges, driveways and even green spaces, are also subject to inventory. The objects of transmission devices, electric transport, that is, sewers, oil pipelines and other objects fall into this category.

Kinds

The legislation distinguishes 3 types of inventory of real estate:

  • primary;
  • planned;
  • unscheduled.

The primary is carried out for the purpose of registering real estate, drawing up a plan and a passport. This type of work involves an accurate determination of the location of the structure and the type of ownership.

Planned works are carried out with a frequency of 5 years, but not more often than 1 time in 3 years. The inventory can be initiated by the regional authorities.

An unscheduled or current technical inventory is initiated by the owners of real estate by submitting an appropriate application to the BTI on a paid basis. Such an inventory may be required after re-planning, refurbishment or changes in other characteristics.

Authorized entities

The Bureau of Technical Inventory is the main authorized legal entity that can carry out an inventory. This institution has branches throughout the country, and the archives of this person store all the data on the country's housing stock. BTI bodies closely cooperate with Rosreestr, housing and communal services and housing departments, with local departments of architecture and committees on land issues, and other structural divisions of the authorities.

What does a technical sheet look like?

Based on the results of the technical inventory of real estate, a technical passport is drawn up.

The first section of the passport describes general information about the ownership of the real estate object.

In the second section of the document, an explication is placed and the grounds for land ownership are prescribed, for example, a certificate of ownership or other documents.

The third section contains descriptions of the building. The letter designation of the building is entered in the 1st column of the table. The second column describes the purpose, that is, residential or non-residential, extension. The remaining columns contain the data obtained during the measurements.

The last section describes the technical condition, purpose and cost.

The following documents are attached to the passport:

  • horizontal, transverse and longitudinal plans, sections;
  • situational plan of the territory, that is, with reference to a specific area;

Land inventory

Like other real estate, all lands that do not belong to the category of agricultural land are subject to mandatory technical inventory. In the course of the work, the location of the site, the composition of the land are specified and the qualitative characteristics and area are determined. After the work is completed, a cadastral passport is drawn up with a descriptive part and a situational plan. Land inventory is required most often when it is necessary to re-register ownership of the land.

Land surveying is one of the types of technical inventory. These are complex works that are carried out if it is necessary to restore and secure borders on the ground. As a rule, a technical inventory of real estate objects is necessarily carried out upon receipt of a new land plot, both by legal entities and individuals. If the inventoryed objects have a single administrative name, but are on the balance sheet of different state structures, then 1 passport is drawn up anyway, which reflects the ownership of individual land users. The fight against monopoly

Technical accounting and technical inventory were previously the prerogative of the State Bureau of Technical Inventory. To eliminate the negative consequences of monopoly, a system of accreditation of state enterprises has been introduced to date.
